To me, that just part of his personality. For him, they're just his female friend and he just like to tease them. But that make her uncomfortable so she hired detective first. But Amuro wasn't a known detective as you know later off he's a secretagent of PSB (Public Security Bureau also known as FBI of Japan), a high ranking officer, which is kind of like an intelligence unit attached to the National Police Agency of Japan (NPA)and Amuro is also a good-looking young man.
